if you cant DCC Send/Chat than something is probably wrong. It is probably your router or firewall.

One thing you can do is go to PortForward.com - Free Help Setting up Your Router or Firewall > find your router > go to M (Find MIRC-DCC) > Follow instructions and follow the following ports.

Another could be windows firewall > go into your control panel and go to windows firewall > check the exemptions for IRC
